DS9 starts slow but proceeds to become the best trek series for story lines and character development as the stationary nature of the setting supports character and story arcs that span over several episodes or even seasons. The "one and done" nature of TNG episodes allows for more variety both in plot content and quality and leads to some exceptional episodes (and some pretty horrible ones). The Q episodes and anything where Picard gets philosophical are fantastic.
