It's the cowling, it's mostly for aerodynamics and protecting the engine bits from dust and such, it's removed for maintenance and the maintenance crew did not latch it properly when reattaching it. But yes it is fine to fly without it, like driving with your gas cap door open, just not ideal.Yeah, happened to one of my fellow Flight Engineers on the P-3. Cowling flew off at altitude and jammed itself into the leading edge of the wing. Was still there after the got back and landed. When they pulled it out it was less than an inch from severing the electrical/hydraulic/cable lines.
