In Norway we don’t say O’clock. We just say 19. But I usually say the exact time like “it’s 18 36” or whatever. I usually say the time when planning something I.e a meeting. “We can meet tomorrow at 19!” And then when it’s actually the day I will say 7. But it’s not really as confusing as it’s sounds because everyone is just used to it. 3 is 15, 5 is 17 etc...I’ve noticed that when speaking to Americans, if you say it’s 19:00, they’ll give you a look, but figure it out relatively quickly.
